ISSUES ENCOUNTERED
The link-health signal needed a UI surface; the existing UI/UX commits had to be reviewed for the right seam.

SOLUTION
Reviewed the UI/UX commits and wrote a handoff proposing an inter-anchor deficiency indicator.
