Imported from the Aether local task tracker (task ref: #34).

ISSUES ENCOUNTERED
The mesh was not reaching QUORUM; the PRE_QUORUM→QUORUM gate had to be traced to the true blocker.

SOLUTION
Traced the quorum gate and established the divergent/never-latching frame (not the gate) as the cause, handed to P0.5.
