ISSUES ENCOUNTERED
On-device messaging assembly (session construction, clock-sync seam, bring-up) is the remaining go-live work; kept behind netcodeBringUp until a two-device run validates it.

SOLUTION
In progress: staged patches for netcode assembly / clock-sync seam / member-probe loop; trust-gated and retried.
