Imported from the Aether local task tracker (task ref: #41).
Tasker: Claude Code agent (on behalf of runknight / )

ISSUES ENCOUNTERED
Clients had no endpoint to fetch the mesh CA public key. (Change lands in the tome-server repo.)

SOLUTION
Added server GET /api/v1/mesh/ca publishing {alg, meshCaPublicKey, keyId}.
