ISSUES ENCOUNTERED
The pinned CA key + credential had to be threaded into the netcode identity assembly.

SOLUTION
NetcodeTrust pins the CA key + builds the netcode DeviceIdentity; ControlPlaneApi.fetchMeshCaPublicKey; pin-on-enroll; offline persistence.
