Description

ISSUES ENCOUNTERED
A near-coplanar slab (field survey: 0.56 m spread, plane 5.8° off level) has no raised anchor; ±15° AoA-elevation noise swamps the up-sign gate, so on noise-crowned ticks the up-SIGN flips → 180° roll → twisted frame, and most ticks fail the gate → perpetual CONVERGING (adversarially verified by an 8-agent workflow).
SOLUTION
In pure ConstellationOrientation + new UpSignAccumulator: TIER-1 raised anchor now needs persistence; TIER-2 slab levels off the best-fit plane NORMAL (deterministic Jacobi PCA, id-sorted). Kills the intermittent twist.
