Description

Imported from the Aether local task tracker (task ref: #45).

ISSUES ENCOUNTERED
A 5-anchor set with a missing edge stayed DEGRADED/CONVERGING because the incomplete graph took a fallback path that never latched.

SOLUTION
Closed via the missing-edge bootstrap fallback (#11) plus the trust-gated lock (#40) so an incomplete graph still resolves or is honestly reported.
