Imported from the Aether local task tracker (task ref: #47).

ISSUES ENCOUNTERED
A degenerate (e.g. collinear/coplanar) placement could be silently locked wrong with no operator signal.

SOLUTION
Added ConstellationGeometryReport (GOOD/MARGINAL/DEGENERATE) and surfaced it in the MESH diagnostic panel.
