Imported from the Aether local task tracker (task ref: #71).

ISSUES ENCOUNTERED
The on-device leader still calls refine() with defaults — the #62/#63 per-edge quality and the mobile observer's localized trajectory ranges are not yet threaded into weights/observerConstraints. GDOP caveat: an interior observer only partially corrects a perimeter anchor.

SOLUTION
Planned: thread live per-edge quality into weights and the observer walk's ranges into observerConstraints; validated by the observer-walk + black-box capture.
