ISSUES ENCOUNTERED
The dev asked a series of feasibility questions (4-anchor reliability under traffic; relaxing sub-cm without losing predicate triggers; huddle-scale <1 m predicates; consumer-only layering) that needed an honest, physics-first assessment and course-of-action ladders as the enduring mission statement.

SOLUTION
Produced design/MISSION_AND_FEASIBILITY.md (§0–§13: reality-check, revised-constraint CoAs A/B/C, predicate-first §10, sub-cm ladder D–H, layered mesh CoA I, and §13 reliable-mesh-solving CoAs R1–R4 with the standing recommendation) + a theme-aware visual artifact. Precursor framing for #64 aiming.
