ISSUES ENCOUNTERED
There was no acceptance gate proving every device shares one LOCKED frame across varied valid layouts with no manual coordinates; the numeric accuracy tolerance is provisional and Raft-quorum churn needs a cluster harness.

SOLUTION
In progress: MeshConvergenceGateTest (7 tests) across 4 varied layouts — same constellation, frame=LOCKED, mode stable, degenerate reported. Gates #64.
